I tried the previous method (making myself administrator of the mailfile, but this did not resolve the issue).
Another search suggested it was a corrupted bookmark.nsf file, I replaced my bookmark.nsf with a blank one.
If you don't have a blank, deleting the old should allow a blank to be created from the template
